Sponsor Sen. Brice Wiggins, R-Pascagoula, says his bill would reduce costs for the Mississippi Department of Corrections, which spends about $77 million annually on healthcare for people in its custody. Medicaid won’t pay for healthcare provided inside jails and prisons, so the state pays the full cost of care for very sick and elderly incarcerated people. Currently, only a small number of Mississippians are granted medical parole every year, according to the Department of Corrections — just three were released in 2021.

The bill at issue passed the state Senate by a vote of 48 to 4, with only Republican Senators Kathy Chism, Chris McDaniel, Melanie Sojourner and Brice Wiggins voting against it. Senator McDaniel held the bill on a motion to reconsider. This motion effectively killed the bill on Monday when the chairman chose not to table the motion before the midnight deadline.

Four candidates have already qualified to challenge the incumbent. They are Jackson County Sheriff Mike Ezell, State Senator Brice Wiggins, Clay Wagner, and Raymond Brooks. Others have expressed an interest in running but have yet to file their qualifying papers. One of those is Carl Boyanton who ran against Palazzo in 2020.
